Ethics and Lobbying Reform Bills Side-by-Side Comparison Chart Bush Administration criticism of the Honest Government and Open Leadership Act of 2007 was extensive enough that congressional leadership did not forward the bill to the White House out of fear of a “pocket veto,” which would kill the bill if the President failed to sign it while Congress is on recess. There has been much discussion of and considerable disinformation about what is and is not in the bill. The Campaign Legal Center has compiled a side-by-side comparison of current rules and law with the final version of S. 1, the Honest Government and Open Leadership Act of 2007, as passed by the House and the Senate, as well as with the previous versions. The chart covers provisions in the legislation relating to lobbying reform, travel and gifts rules, the revolving door, disclosure and earmarks.
